State Budget Code Red

More than half of states reported budget gaps for the next fiscal year. With state revenue down and politicians reluctant to raise taxes, the current budget crisis means aggressive belt-tightening on education and Medicaid spending. Should the federal govenrment intervene? Or do states need to dig themselves out of the fiscal black hole?
