Death Penalty Reversal?

Illinois Gov. George Ryan has commuted the sentences of all prisoners on the state’s death row. It could be the latest sign that capital punishment is falling out of favor nationwide, as people are increasingly convinced that the death penalty system is in dire need of reform.
