In the ancient city of Ur, 75 Iraqi opposition leaders met today to negotiate plans for post war Iraq. Former U.S. General Jay Garner, head of the new Office of Reconstruction and Humanitarian Assistance, moderated the meeting to lay the groundwork for a new Iraqi government. The Independent’s Donald Macintyre reports from Doha on early expectations–and results–of this first meeting.
