Like many refugees who left Afghanistan over the past three decades, Rina Amiri returned, fresh from graduate school, to help citizens communicate their needs to the Loya Jirga in June 2002. She was there again during the most recent council of Afghan tribal elders and other leaders to debate a new constitution paving the way for elections in 2004.
