Selling the 9-11 Report to the American People
President George W. Bush is planning to ask Congress to create the position of national intelligence director and a national counterterrorism center, two key recommendations of the bipartisan 9/11 Commission. The commissioners, themselves, are on a cross-country tour to sell the reforms to the American people.
