April 15th is a date most Americans approach with fear and dread. Almost everyone agrees it is not a pleasure to file taxes. But running the Internal Revenue Service is no walk in the park, either.

In 1997, Charles Rossotti was appointed IRS Commissioner, a post he served in until 2002. In a new book, he recounts his 5-year struggle to change “a huge and seriously out-of-date institution to begin running like a twenty-first century business.”
