The Justice Department made a surprise announcement today in its case against the tobacco industry that it will seek less than 8 percent or just $10 billion of the $130 billion a government expert said would be needed to fund smoking cessation programs. Anti-smoking activists and the judge in the case are asking what’s behind the decision.
