Senior Pentagon officials are considering a fundamental change to the way the military is structured, with the strain on American forces mounting because of the large number of forces needed in Iraq and Afghanistan. The military now is set up to be able to wage two major wars at a time but this could change.
The Pentagon is debating whether the military should instead be prepared to mount just one war and devote more resources to anti-terrorism efforts and defending American territory.
