Terrorism must be recognized as a symptom of us policy and the staple of a military-industrial-congressional diet.  A diet called &#039;un-auditable&#039; yearly by the GAO and more than half of the overall budget.

The us needs states to harbor terrorists, no matter the surface rhetoric.</description>
