The GOP’s Winning Strategy

For a dozen years now, the Republican Party has been large and in charge on Capitol Hill. By September, 2006 — with a rough war effort in Iraq and not much to show on immigration, earmarks, Abramoff and deficits — the GOP looked in trouble for the midterm election.

The President was fighting, with some success, on the national security issue, but the National Intelligence estimate gave him headwinds and Bob Woodward was unveiling deep internal divisions. Then, last Friday, came Mark Foley — Republican congressman and pornographic e-mailer to teenage pages.

Now, all bets are off. Republicans themselves are mad.
